Country Project Director -MSH

OVERVIEW:
The Leadership, Management and Governance Project (LMG) is designed to strengthen and expand the people-centered capacity building strategy pioneered under the Leadership, Management and Sustainability Program (LMS). The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management, and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system. LMG/Côte d’Ivoire has two focus areas for current activities, which include:
  1. Providing technical assistance to the Global Fund Country Coordinating Mechanism (CCM) and Principal Recipients (PRs) to build their capacity in the areas of leadership, management, and governance; monitoring and evaluation; supervision; and resource mobilization. Technical assistance is designed to help clarify the roles and responsibilities of the CCM and the PRs, with the goal of enabling these entities to fulfill their critical functions and be effective players in rallying all sectors to combat HIV and AIDS, malaria, and TB.
  2. Launching a pilot project for the decentralization of health system management in two Health Regions and nine Health Districts in Côte d’Ivoire. The two-year goal of this activity is to build sustainability through health systems strengthening and create leaders motivated with strong skills in governance, leadership, and management and placed at Regional Health Directorates (DR) and Health Districts (DS) to ensure ownership and sustainability of all interventions, including HIV and AIDS activities at the decentralized level.

OVERALL RESPONSIBILITIES:

The Country Project Director is responsible for coordinating and managing all activities for the Leadership, Management, and Governance Project in Côte d’Ivoire and serves as the technical lead on selected program activities. S/he shall be responsible and accountable for the development, regular update and implementation of the country work plan and budget to ensure attainment of the program goals and objectives in line with the LMG mandate and approaches, to contribute to the goals of the local USG Mission and that of government partners. S/he is the primary liaison between LMG and the local USAID Coordinator/US State Government Health Officer, Government counterparts, stakeholders, and partners involved with pharmaceutical management activities and/or implementing related programs in the country. The Country Project Director is accountable for the management of the LMG/CI office, provides strategic and technical guidance and works closely with the assigned Cambridge, MA-based Country Portfolio Director, other LMG and MSH home office technical and operational staff, and other MSH and USAID projects in the country to ensure that MSH/CLM/LMG plans and activities effectively achieve project objectives.

SPECIFIC RESPONSIBILITIES:

A. Vision, Technical Strategy, and Results
  1. Develop and manage the Results Framework, Performance Monitoring Plan, Technical Strategy, annual project work plans, technical assistance plan and budget for LMG technical assistance in the country, in collaboration with Cambridge, MA-based Country Portfolio Director, Performance and Monitoring and Evaluation (M&E) Specialist and Technical Advisors, according to USAID Mission requirements, obligations, MSH/CLM technical frameworks, approaches and standards, and Results Management Systems (RMS) guidelines.
  2. Manage the implementation of LMG technical activities at all relevant levels of the health system, ensuring that all activities are adequately implemented in a timely fashion and that they adequately address management, leadership, and governance needs at the different levels of the system, especially within the Ministry of Health, to meet the expectations of clients, partners and other stakeholders.
  3. Facilitate the identification and provision of required short-term technical assistance in support to program activities.
  4. Monitor LMG training and on-site capacity building activities, ensuring the development of local institutional and personal capacities needed to maintain and support the functioning of the Global Fund CCM, and planning decentralized health infrastructure projects while ensuring country ownership and sustainability of interventions.
  5. Maintain close interaction with the Country Portfolio Director based in Cambridge to ensure adequate support to the country program, completion of work and the achievement of targets in a timely fashion and within budget. Also, ensures that plan adjustments are made and documented, as necessary.

B. Documentation, Communication, and Client Relations
  1. Facilitate the review of technical reports developed by other team members and/or consultants, ensuring the quality of delivered products and that reports/recommendations are appropriately disseminated among partners.
  2. Maintain all verbal and written communications with the local USG team and represent LMG/CI in meetings with external partners including the USAID Mission as well as other donors and partners implementing health activities, and ensuring identification and coordination of management, leadership, and governance priorities in support of national and USAID priorities.
  3. Ensure the development of regular activity updates and their timely submission to the local Mission, and the development of quarterly and annual progress reports, financial reports and other reports, as required, to be submitted to the MSH home office in Cambridge, MA.
  4. Ensure submission of technical documentation to MSH's central Institutional Memory System (IMS), clients, partners and stakeholders.
  5. Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
  6. Seek out new and strategic partnerships in the public and private sectors to advance program objectives and promote innovation.

C. Project Management
  1. Manage the day-to-day operations of the country office and serve as a liaison with the home office to ensure that logistics, contracts, letters of agreement, and any approvals are adequately in place in support of program activities. Also, ensure adherence to MSH office management and accounting procedures.
  2. Conduct budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH, CLM, and LMG requirements.
  3. Ensure implementation of activities in compliance with the LMG cooperative agreement, MSH and USAID policies, regulations and Standard Operating Procedures (SOPs).
  4. Ensure project staffing, structure and reporting relationships are aligned with country needs, local context and available resources.
  5. Promote and facilitate staff participation in MSH's Technical Exchange Networks (TEN) and other Knowledge Exchange activities, including south-to south exchanges.
  6. Manage human resources as per MSH values, policies and guidelines, and implement an effective performance-management program focusing on results.
D. Other
  1. Ensure harmonious collaboration with, and cost-effective use of, the MSH Country Operations Management Unit.
  2. Collaborate with the MSH Office of Strategic Development and Communications in aspects of strategic communication, etc.
  3. Ensure effective collaboration, coordination and internal partnerships with other MSH projects, Centers and Offices to build synergies across programs for maximum impact.
  4. Perform other duties, as assigned.

Compétences et profil recherchés

QUALIFICATIONS:
  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field, required.
  2. At least 10 years of experience in senior level position(s) in international public health is required. Also, experience in health management, leadership, and governance and health systems strengthening strongly preferred, particularly in developing countries.
  3. Experience with public health programs supported by bilateral agencies, such as USAID, and international agencies, such as WHO and World Bank, preferred.
  4. Demonstrated managerial and organizational skills in a developing country setting with flexibility to adapt to changing priorities and deadlines.
  5. Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
  6. Experience managing and supervising technical staff.
  7. Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  8. Proven record of aligning diverse, multi-level teams with project mission and vision.
  9. Track record of, and strong commitment to, transparency and collaboration, as demonstrated by sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  10. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, Collaborating Agencies, and donor organizations.
  11. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  12. Excellent writing and presentation skills in fluent English and fluent French are essential.
  13. Ability to travel, as required, to support the progress of program activities.
  14. Demonstrated experience and knowledge of Côte d’Ivoire and the West Africa region is an asset.
